I s it possible to make a game console like nes portable and be able to download games on to it from the internet.

Yes, you can portablize a NES or the like. Check the appropriate forum for information, examples, and help, like the Big Super Happy Mega Power NES Info Sticky.
Yes, you can play your own games, with a flash cart, like this.
