can i build a case for xbox 360 portable out of thick plexi?

Yes, it would work fine. Just make sure you have proper cooling.

if you plan to paint the case then fine, but although clear cases are a nice idea in theory they always end up looking a bit tacky and un professional IMO, id go for a polycarb case and paint it .

yeah, you definitely need to design well and be really good to do a clear case. I thought Mario did a good job on one a while back.
