Small tip:
With no cartridge connected, go pin to pin and check for shorts. I had pin 11(D15 -D6) on the cartridge connector shorted.
on the cartridge connector, the ground pins 1, 15 and 32 should be shorted also vcc pins 2 and 31 should be shorted.

Thanks! :D I think the Sonic and Knuckles case is nice and sturdy and should withstand some abuse. Desoldering the rom chip from the Radica was the most difficult part of the project.
